SD: I-90 issues

NOTE: There are quite a few interchanges that could use some minor fine tuning to center them on the overpasses, but I'm only mentioning below the worse to the bunch that should 100% be addressed and recentered.

60 -> Well off the center point of the interchange. (US-14, US-16TrkRap, SD-79 would also need fixed)
264 -> SDWelCen or LesClaWC, as no exit number posted there
319 -> Well off the center point of the interchange.
395 -> should be centered on the overpass instead of in the middle of the ramps.

"DigSta" would work better IMO, for the prominent Dignity Statue at that exit (which is the first thing mentioned on the exit sign).

I was there a few days ago, just before I veered south toward Texas (where I am now) in search of warmer weather.

As a local, I would support the "LewClaWC" option, as that is much older and more established than the statue. Alternatively, if we want to be consistent with gore point signage, we could just go with RestArea.
