Later phases of the project will extend CA 190 from its current west end in Olancha to the new US 395 alignment. Westbound CA 190 traffic has been temporarily detoured to the new US 395 alignment, via part of the old 395 alignment north of Olancha, and Crystal Geyser Rd. The permanent 190 extension apparently will instead follow old 395 south of Olancha, and a new road still under construction when I was there last month (indicated by a partially-covered CA 190 route marker on the new 395 alignment). Also, at least part of the old 395 alignment may become Business US 395, but I saw no business route signage.
OSM shows the new CA 190 extension, and Caltrans District 9 website confirms it opened to traffic December 19.

That new roadway de-clinches usaca for me, until I can get back out to California.
