N2a is partly built around Vushtrri
N2 interchanges between R128 and CarDus
N9 interchange between R7_E and MirPos, R110 and R7_W

We have no specific maintainer for Kosovo. Feel free to fix it.

As far as N2a goes, would these signs: west end, west end, east end mean that it's actually a rerouted N2? Or is this common Kosovo practice for implied 'to'?

The completion of the bypass is expected for 2025. There were delays. (source). I guess that they made a partial opening instead of waiting for the rest. I think that they've simply put the new signs there since it was (originally) meant to be opened at once.
That said, I'd add the first stage of the bypass as N2Vus, and keep N2 as continuous route through the town. On opening - hopefully this year - I'd relocate N2 onto the bypass. It's not Kosovar style but I do generally deal like that in Europe.
