MT: US 87 & MT 200 in Lewistown

Looks like US 87 & MT 200 follow what we're calling the business route, and 191 is the only highway on the bypass. Another view, from the east. These business route signs complicate things, but there are no corresponding vanilla 87 or 200 signs on the bypass, just "TO" signs.

The plot thickens: Vanilla routes on the "business loop"

I need to do some more digging into this, might have to go with MDT's official routings to clear it up (not sure yet).

After digging around in https://app.mdt.mt.gov/routeidtool/, looks like MDT's intent was to sign the routes as mentioned (191 on bypass, 87/200 on through-town).

If there are no objections, I will make these changes (this will result in that 5-block stretch of 1st Ave N being removed from TM).
