NC: NC-180 reroute due to Shelby Bypass + other stuff

This will require a few 'closed' points from where it's alignment was shifted to the south due to were the original intersection with NC-150 becoming part of the NC-150 interchange with the Shelby Bypass.

Also will have to had a Shelby Bypass point added to NC-150 for the new interchange as well.  NC-18 will also have to have the same treatment.
