missing -> another 'WA18' point for the offramp that is part of the I-5 SB onramp mess.

Since this ramp never really touches I-5, it doesn't need to get a graph connection with it.  But there should be a point in WA-161 for it.

MilRd -> way off the intersection

recommended additions:
176thSt - brakes up a 7 mile gap of no points between 224thSt & 35thAve
KapHwy - brakes up a 7 mile gap of no points between BarLarRd & 224thSt
