GA: GA 382 eastern terminus

I clinched GA 382 today. The route as currently signed extends past a roundabout at Old Highway 5 to a terminus at GA 5/515 directly southeast of the roundabout, rather than following Old Highway 5 to the south. I just verified the signed routing on the GDOT Gilmer County map for 2024. Eastern terminus needs to be relocated, and waypoint on GA 5 and GA 515 also needs to be relocated. Old Highway 5 is totally off the state system now.

Reroute happened between Dec '21 & Sep '22 per GSV, as that's when the GA-382 shields disappeared at the former eastern end.

Probably they were just slow on removing them there, as Dec '21 shows the new connection open with the shields.

So, a new 'closed' point prior to 'Old Hwy 5' is required, as the new intersection is a decent change.
