ESP-CM: TO-23 missing in HB

We have it as N400 in HB. However, the blue km posts indicate TO-23, e.g. km7. The direction signs still in indicate N400

Route added with https://github.com/TravelMapping/HighwayData/pull/8637 but I think we should extend the route as west end. See above.
