ESP-CM: TO-23 missing in HB

We have it as N400 in HB. However, the blue km posts indicate TO-23, e.g. km7. The direction signs still in indicate N400

Is that -0+370 km? (ie -370m from the origin) - strange.

Strange but not uncommon. That also happens in Germany.
