NM 460 point order

NM460 is signed north-south, so it should have its point order reversed.
The TX/NM label can stay as-is.

Can't speak to that route specifically, but NM has many routes milemarked north to south, with our waypoints ordered accordingly. Similar with Alaska and neighboring jurisdictions, where mile (km) 0 for the Alaska Highway is in British Columbia, and some other routes have an east to west waypoint order.

I would go no-build on such routes, the waypoint order is harmless (at worst) to our users.

If leaving the point order north-to-south, then TX/NM should become NM/TX.

Waypoint order flipped to south-to-north. TX/NM point and other point labels unchanged.
