PA: US 15 at PA 284

I added a second point for US 15 at PA 284 due to the length between ramps being over 0.7 miles on PA 284 (it is less on US 15) to line the route up. 

There will not be a concurrency due to a shaping point already in place on PA 284.

I originally wanted to truncate PA 284 to the US 15 SB ramps, but I talked myself out of it due to the end sign being at the ramps to/from US 15 NB.

IMO: This isn't a case of "double half interchanges", just a parclo / folded diamond variant that's spread out a bit due to the curvature and geometry of the roads involved. Thus a single point is best, where the center lines cross.

If we don't extend routes to the "medians" of routes they end at, we need to truncate the south end of RI 2.
Ending one route at the "median" of another is a good, common rule of thumb.
Just a few examples that pop to mind in my states (there are countless others), by increasing complexity:
• neroute2's RI2 example
ME22 has its signed end at State St, AKA ME77 south.
• or to get a bit head-explody, neroute's quote above from the usanyp thread ties into some discussion of NY OcePkwyBro got its north end.

I went back and retruncated PA 284 to the US 15 SB ramps.  Both US15_S and US15_N are now alternate labels that are in-use.
