OK: I-40 El Reno business loop

Some conflicting information here:
  • "End BL 40" is clearly posted on EB BL 40/SB US 81 approaching OK 66.
  • Only sign for SB 81 between that intersection and I-40 does not have BL 40 shield
  • BL 40 is signed on the BGSs
  • Only sign for NB 81 between that intersection and I-40 is a green panel saying "North 81 West BL 40 Left Lane"
  • WB OK 66 at the intersection only has BL 40 going straight ahead (all of the direction tags and arrows for BL 40 are blue instead of green)

I think if signs conflict we should treat it as a business loop and not a spur.
