PA: PA 241 on PA 117 Duplex (Colebrook, PA)

The directions for the PA 117 points should be S and N instead of E and W.  (PA 117 is posted entirely north-south.)

It looks like there are other files with PA117_E/W labels that should be addressed at the same time.  Some are in use.

Specifically, PA 72 and US 322.

I'm making the fix in PA 241 since the concurrency rules are pretty clear.  But I'm thinking PA117_E in PA 72 and US 322 should be just PA117, and PA117_W in US 322 can stay as-is.

PA72 is fine; I don't see any directional suffix.

On GitHub, US322 has PA117_W & PA117_W labels, and PA72 has PA117_E. The WPTs haven't been updated since July 18th.

Yes, I updated my local copy used for site updates (then ran one) but haven't committed/pushed to GitHub yet.  I'll leave US 322 as before, and commit my changes to the other two.
