VA: VA 326 Northern Terminus

I clinched this a few hours ago, and I think that the northern terminus should be moved to here (http://www.openstreetmap.org/?lat=37.754045&lon=-77.340404).  Also HanJuvCen should be revised to show the Virginia Public Safety Traning Center name.

This was part of a trip to see the lightshow at Meadow Event Park.  I also clinched VA 325, which at this point is completely unsigned.

The HanJuvCen label was accidentally kept as the main label instead of becoming VirPSTC (put in as an alternate label).
