VA: VA 369

I clinched this on Thursday, and I noticed that the branch that goes behind the Visitor Parking Area into Russell County (as labeled on OSM) is still posted.

I am unsure how to best make a second branch of VA 369 because I cannot think of a great name for it.

VA 369 as initially done in TM combined 2 VA 369 segments into one route but left out the large looping posted piece that breaches Russell County.

I have changed this to Community College Dr being one piece (the looping piece plus how it connects on each end to US 19) and a new file, VA369TazHal (Tazewell Hall) which runs from the loop on the west side to Tazewell Hall but does NOT reconnect to the loop (i.e. you can drive to the loop beside Tazewell Hall but that is not part of VA 369).

Just commenting on the name here (haven't looked at the map) - the abbrev is limited to 3 characters, so it'd wanna be VA369Taz (.list name) and va.va369taz (root).

I added the NMP FPs that resulted from this update.  This was the only unmarked NMP FP in VA.
