WA: NMPs

While I'm focused on some graph data improvement, I'd like to go through at least the remaining US states and fix NMPs or mark as FPs.  Looking at Washington, most seem to be at borders that can easily be fixed up, and I see some clear FPs.  @compdude787 would you like me to go ahead and fix?  At the same time, I'd align border points in neighboring regions if necessary.

Lined up a few points, marked a few FPs and hopefully WA is clean on the next site update.  See this commit for details:

Thanks for doing that. I guess it's been awhile since I'd checked up on the NMPs in WA and I didn't realize that there were that many.
