IA: US-65 issues

1. +X01 -> 40thSt_S (shaping point is on top of an intersection that should be made usable)
2. +X02 -> 40thSt_N (shaping point is on top of an intersection that should be made usable)
3. Missing graph connection with US-6 @ Exit 83.  Either split the interchange, or center it on US-6 to allow the graph connection.
4. 141(80) -> 84

The X points are inconsequential gravel roads. I see no need to make them active.

I don't have a problem with splitting the interchange, but ramps in both directions are signed Exit 83. I can make the south part 8thSt if there's that much of a problem having it centered.

The top one would break up a 5.7 mile gap with no points.  That's a major reason to make it 'active'.  The bottom one is 3.7 miles.

Simple, make one 83 & the other 83A then.  We do this all the time for split exits like this.

And yeah, if you don't want to split an interchange like this, at least centering it on a route we map (if 1 is part of said interchange) so that a graph connection can be maintained is preferred, especially due to the academic factor with Jim's classes.  If there's no intersecting route there that we map, then centering is normally fine.
