MO: I-635 Exit 9 (missing)

Just randomly looking at the route and discovered we're missing an exit for it.

Exit 9 for Horizons Pkwy

This exit has been open since at least Sept '09 per GSV.

This might be a new record for us, for missing an open exit in the project on an interstate (15 years)!
