NY: NY 38A North End

You know, I would think that if NYSDOT would have NY 38A maybe begin at NY 5 with a brief US 20 concurrency, that it would be concurrent with US 20/NY 5 west to NY 34/NY 38A. 

I guess NYSDOT is trying to be Ohio DOT.

Of course, I want to see this as a missing "TO".

Touring Route Book lists US20 as the sole route at the northern terminus. RIS Viewer agrees. No NY38A signage past US20/Genesee St. No-build from what I can tell.

There used to be an 'END NY-38A' shield there back in 2013, but it was gone by the next time GSV was there in 2018.
