What is the system, usansf?

I can't figure out the significance of it to have 1 route in this production system.

It was to include some freeways in states in which their state route system was not active yet.  This system will go away once usams, which covers all of the Mississippi  State Highways, is active.

The system usadc is active with one route (DC 295), but that is purposeful as DC 295 is the only DC route.

To add, usansf is a relic from the early CHM (Clinched Highway Mapping) days when full state route systems weren't a thing yet.  The freeways came first, and then as more states got their state route systems done, the size of the system shrunk.  This was even more important back then, because there wasn't a distinction between "preview" and "devel" on CHM - just "active" and "in development".  Preview was added after TM replaced CHM.
