DEU-RP L387 Imsweiler

The B48 Imsweiler bypass was recently opened, changes to HB made: https://github.com/TravelMapping/HighwayData/pull/8559
However, I don't know if L387 will be extended onto the northern or southern leg to B48. Need to check later.
