CA: CA-125 exit number issue

11 -> 12A - posted number changed sometime between Mar '19 & Feb '21.  The 'current' 12 in the file stayed posted as-is, which, I do agree, made this a confusing change.

Caltrans' official exit list for CA 125 has lots of complaints about exit numbering for that freeway. This might be a start on a more comprehensive exit number fix.

Looking at that file and checking historical GSV, all of the other 'wrong' ones were changed in ~2018 (however, they never did update the gore sign for 22, as it's still 21, even now in 2025), and are currently correct in the CA-125 file here.  Only the one exit I mentioned in the original post needs a change here still.

So there are now 2 Exit 12s. What a mess. Despite working closely with Caltrans, I still can't understand their logic with some things. Anyway, updated.
