ESP-NC PAxx routes

We have several (non-motorway) PA routes in espa system but we miss PA35: https://maps.app.goo.gl/jMQz1YAjMvPcyRb96
I'm not sure if espa is the right system - maybe espsf instead ? - but PA35 should be added.

They are blue-signed national routes, so are espa (National blue signs) rather than anything else. If they aren't motorway, they definitely aren't espsf.

Most PA routes are urban boulevards. Dual carriageways with roundabouts.
Fine for me.
