OTOH, I'm kinda wondering if CalTrans has been waiting for a moment like this, where they can bombard AASHTO with all their planned extensions. If this is the case, it wouldn't surprise me if CalTrans does have a piecemeal upgrade of CA 58 they want to complete, along with CA 99's upgrades, (and the I-710 tunnel!) before putting I-7/9, 15, 40, 210, 710, and 905 on the table.
