There are a number of jurisdictions (e.g. France, Ontario) that have cut up what were formerly continuous routes into piecemeal systems connected by freeways, with the old roads given to smaller jurisdictions. This is particularly noticeable in
France.
My proposal is, if someone wishes to do it, to have a user that "traveled" all the national highways that existed at a certain point in time before these changes. For example it might be named france2004. In France, this is doable because the departmental routes are mapped; in Ontario we haven't mapped county routes so we cannot do it.
Note that this is not intended for places that have had simple realignments over the years.
