Potential unranked user: old national routes

There are a number of jurisdictions (e.g. France, Ontario) that have cut up what were formerly continuous routes into piecemeal systems connected by freeways, with the old roads given to smaller jurisdictions. This is particularly noticeable in France.

My proposal is, if someone wishes to do it, to have a user that "traveled" all the national highways that existed at a certain point in time before these changes. For example it might be named france2004. In France, this is doable because the departmental routes are mapped; in Ontario we haven't mapped county routes so we cannot do it.

Note that this is not intended for places that have had simple realignments over the years.

Ireland (which explicitly mentions it in in the route descriptions of many formerly national routes) and Poland too, though Poland has starting leaving stuff a level below DW at times so it won't be necessarily continuous.

"someone" should be aware that many French departement route systems are still in preview. Routes could be changed without any notice. List file entries could be broken.
I recommend waiting till all systems will be "active". Feel free to contribute to the peer-review instead. Just be aware of Si's plan. I recommend starting with Occitanie.

btw, I'll likely look into France from January to downgrade more national routes and autoroutes - with update entry of course ;)
