Interesting case, a little confusing.
In my
texas2022 QGIS project, I have a revision of
Highway_Designations.shp dated 2021-08-03. Therein:
OBJECTID
406: SL0419 "Redesignated as SS0419",
minute order 113600, approved 05/30/2013.
OBJECTID
966: "SL0419 Redesignated as State Spur 419", minute order 113600, approved 05/30/2013.
The former ends @ CR 374, consistent with the HB (for now) and the minute order.
The latter ends @ Old FM 524, exactly where rickmastfan67 proposes truncating the route.
What else?

405: SL0419 "Removal from state highway system", minute order 113600, approved 05/30/2013.
Inconsistent with the minute order, this shows everything W of Old FM 524 deleted.
Combined with #966, this could form another argument for truncating TXSpr419, even though the moving of the gate pretty much clinches it anyway.
What deletion?
None of this stuff in the shapefiles mentions deleting SS 419. I see nothing in a minute order search either. What would make me think that?

Back then, I was rocking the 2019-03-26 revision of the files in QGIS.

Interesting. Looks like this was planned, but didn't go thru. With that in mind, I'll drop this from the watchlist.
Thankfully, there are no other watchlist items sourced from the designation changes files without a minute order, so no need to do a load of searching to make sure everything's still valid.
If anything, route should probably shorted to the former intersection with FM-524, due to the gate moving between 2021 & 2023.

When the FM Roads hit the HB, there will be a point for the U-turn ramp N of the bridge, which can be used by the those who don't want to mark the new bridge clinched.
